What is money buying in VA?

It seems that Virginia's Governor McDonnell and Attorney General Ken Cuccinelli have been busy meeting with the infamous Koch Brothers. Money can't buy you love but I wonder what it's buying in VA? The Koch Brothers and their money is currently considered the driving force for both the Tea Party and the Republican Party. When you're that wealthy why not own two political parties?
